After four days of passing emails back and forth, I wasn’t able to get an answer why I was blocked, even before creating an account. Then I thought that I couldn’t be the only person with such a problem, so I searched, and I wasn’t mistaken. On Reddit, there are numerous reports regarding similar problems.
